The key to this answer is in Law 8 - The Start and Restart of Play. In this situation, the requirements for a dropped ball to have legally re-entered play are almost met; all except one, thankfully. Law 8 states that the dropped ball must be retaken "if the ball leaves the field of play after it makes contact with the ground, without a player touching it" (Law 8 - The Start and Restart of Play). And so justice is done: the referee can, once he's done blushing, drop the ball again.
